A decision issued on November 21, 1997, handed the American Bankers Association and the Independent Bankers Association a defeat in their challenge to the Farm Credit Administration regulations issued early in the year. The regulations involved various aspects of the scope of Farm Credit System lending and the limitations historically imposed on lending to corporations.
