Abstract
H is a global youth organization that developed in the early 1900’s. The National 4-H organization was formed in 1914 when the United States Congress created the Cooperative Extension Service (Seevers, Graham, Gamon, & Conklin, 1997). The Smith-Lever Act of 1914 is a United States federal law that established a system of cooperative extension services, connected to the public land-grant universities, to inform people about current developments in agriculture, home economics, public policy/government, leadership, 4-H, economic development, and other related issues (Gould, Steele, & Woodrum, 2014).
