Crop Insurance programs and experiments to date have been tied to the individual farm or field, and for that reason have had two very serious obstacles. One is the difficulty of establishing normal yields for the farm or field. The other is the difficulty of separating low yields caused by poor management from those caused by weather, disease or pests.
